Good discussion.

But regardless of less down time, which then may translate to more flights competed, the cost center is not actually producing revenue.  A cost center when run efficiently is/are essential for the business to produce revenue.  Less down time does allow more flights to be flown and thus grows accounts receivable... I agree with that premise.  

However, unless a MX department, as an example, is actually billing for a service or product, it is generally considered a semi-variable operating expense, not necessarily a revenue producer.
