I do hope that artical is just media abstraction. AC-00-1.1B mostly addresses civil operators with government contracts which came about when certain CIVIL Blackhawk operators got fire contracts to be flown by CIVIL pilots but still transport fire fighters.
An aviation attorney with 30 years in would know that. To date there are lots of surplus military aircraft in the hands of civilian law enforcement. I once flew them. Those agencies can operate those aircraft without FAA rated pilots or anything resembling normal 135 certification. Including every federal 3 and 4 letter agencies.
Lots of LE agencies still get rated pilots and normal 133,135,137 certifications though |
