..is that these hospital helipads are private helipads, and they can make some rules for those who land there if they so choose. Any procedures that they developed likely resulted from either someone being a d!ck, or being unsafe. (Or both.)

The person on the other end of the radio probably hasn't been trained in aviation procedures or terminology, and they're just doing the best that they can. Give 'em a break.
