Some 15 or 20 years ago when I lived in Fl there was a drunk airline pilot taxiing out for a flight. They hauled him off and duuring the court case FAA wrote a rule defining operating an aircraft, which either intentionally or not brought mechanics into the same "operating" group. That pilot was busted for "operating" the aircraft. |
