these folks are cheating the system on a loophole that was created when the FAA made it so two counties can share resources like mosquito control. ot so the can start a commercial operation and run off all the competition.

they are a public aircraft operator also billing for services to insurance companies and non-residents. It has M0N0P0LIZED the area and is raking in lots of cash for the county it shouldn't be!
