Experience?  

They can pay up to 5 years (and more with HTF/base stipends) for experience.   And, they give you a raise each year when the CBA was in effect for that additional year of experience.   And, they award you with 1.5 times the pay plus a shift incentive bonus to build experience quicker over your normal experience building job.

Here's a job you can be earning almost $100k a year in your first year.   That's a lot of pay for such experience!
