They can find all they want inhouse. 30 VRF pilots bid on every upgrade. You don't need any kind of training bond to keep pilots from upgrading. You simply just don't upgrade them. PHI has always taken IFR pilots from off the street and also upgraded inhouse pilots from the VFR side to IFR. Nothing they are doing is anything new. PHI can take any Robbie Ranger and put them into a 407 but it's a little harder and a lot more expensive to make them a twin IFR pilot. They'd rather spend their money on experienced IFR pilots for IFR aircraft.
