Their bloated, and scarily unionized (yes, even government employees have their own union; which allows ridiculous ineptitude to flourish), system allows for paid time when they're on military leave. Double-dippers. That's not like the real world at all, so wake up. The above example of a county paying your difference is an abosulute rarity and is for enlisted guys typically as we all know they get paid doggy-doo in comparison to us.
