Public use is often confused with restricted. Public use allows pretty much anything that standard category does except make money. Including transporting that would otherwise be longer than part 91 allows.
In this case having two sheriff pilots, a sheriff load master type and a fire director would all be legal in public use rules.
Restricted are usually civilian owned but the ‘persons essential to the mission or work performed has had some very broad interpretations.
