There is nothing the union exists for other than the CBA.  So, before you officially enter into a negotiation period (a major dispute with the company over workrules, pay, and benefits) that has the consequesnce of  changing the CBA, the member's themselves should decide if that is what they wanted to do (which is done with a vote).


Your explaination is that they only get to vote on the resultant modification even if they didn't want to change it in the first place.


Yup, that is how union's work...  they don't refer even the most important matter to their members for a decision.


"If you don't like that, Quit", you say to members (and non members still required to pay dues semantically disguised as one-for-one "agency fees")  Quit the union, or quit the job?  It's not clear what you are suggesting here.   Q:  How much money did the union invest in each member's training/experience/resume before that person got the job??


There is an end to bargaining once started, and it may not end pretty.   Local 108 learned that.  It's akin to a a game of musical chairs and when the music stops, you get what you get.   And, before you begin that game, the members should have voted to tell you "yes, that's what we want", since the end of the game mught result in significant losses -- particularly when playing against a securities company!
