  Depending on how your time is accounted, Comp Time will be any hours that time exceed the 160 hour work month or 80 hour biweek based on the 40 hour work week schedule.  If you get overtime based on an 8 hour day, then even better.  Some places may give it back at the 1.5 hourly rate to equal overtime but others may only give a 1 for 1 rate.  It usually stems from a "pay" issue where overtime salaries exceed what may have been allocated for the budget (State governments in particular.)  In essence, easier to give a future day (or 1.5 day) off rather than fork out the Benjamins.  There are people in other fields that only get comp time as opposed to overtime due to those budgetary issues.  Even worse, are the ones who are told to go home early or not come in tomorrow in order to offset those extra hours they put in yesterday.  If it's not accounted for on a pay time sheet, I would avoid it.  Me personally, I would prefer the pay.
