Based in the city? No.  For aircraft in the area you have NYPD which has an Air/Sea rescue 412 out of Floyd Bennett Field that can drop divers and does hoist operations.  Then Medtrans has Skyhealth based out of KISP which is 99.99% interfacility transfers. They do occasionally take someone in or out of Lenox Hill or other Manhatten based hospitals.  For those you just land at one of the three city heliports, JRA, JRB or 6N5 and take an ambulance the rest of the way.  There are no rooftop pads in NYC anymore and the hospitals never had ones to begin with.  No scene work done in NYC due to many reasons, mainly too many hospitals in close range and the lack of available landing areas.  Just not practical.  


Around the NYC area the only hospital with a pad is Jacobi Medical center in the bronx but it is at the outskirts and most people only think of Manhatten when they say NYC.  Then I guess you have Staten Island Hospital with a pad but no one thinks of Staten Island as NYC even though it technically is.  


Other operators are on the the side of the Hudson, Hackensack is Air Methods and then the Lifenet ships further north which will come down for drops/pickups at the city heliports but rare.
