Networking is the key. Know the people you want to work with. When a job comes up your name is on the list. They will pick a known quantity over an unknown 

If you can work as a contractor at the base. Work with or in a support position with the office. 

The next would be getting a Dual status job. Thats where you have to be a Reservist in the unit you have a job at. 

The next way would be to apply for lower paying jobs in non desirable locations. Everybody wants Arizona, Florida or Texas. A new hire will never get in there without some pull. So apply for the jobs in Oklahoma or New Mexico.
