The lead pilot at my last base kept the base open all by himself.
He did it close to a year.
14 hours a day, 7 hours a week, getting only the required days off per 135 rules.
On days he couldn't fly, and during his 10 hours off, the base was OOS.
Slowly, the company began adding pilots until there were 4. When I came, I was the 4th.
We did not have float pilot coverage for the next year, then a sister base closed. One of their pilots became a float pilot. I was working when he brought their base helicopter to our base to swap out. I asked OCC for 2 releases, having heard horror stories of having a release for the wrong aircraft and then getting called out.
They of course refused.
Long story short, I can't see any validity in your interpretation of HAA.
