FAA has said that you can exceed 14 hours for certain reasons and that you can complete the flight assignment  even if the duty assignment has exceeded 14 hours, so why even whine about 91 repo legs with no crew when the feds have said you can all come back together under 135


Because in your scenario, you can't PLAN to return exceeding the 14 hrs!    But, you can PLAN to exceed the 14 hrs by leaving the medcrew and repo under Part 91 since Part 91 is not Part 135!   The new pilot can retrieve the medcrew later, or they can ground transport, since they don't have any duty limits themselves.
