The local FBO is a good option if they have a good CFII who knows his/her stuff. I know part time instructors at a FBO who just want to fly and were weak on ground stuff so students suffered. A big school with a P141 program can be the best (again with the right instructor), as the program requires fewer hours than P91 and he will learn from the other students in his class. He might also get a job there when finished. Local knowledge is key.
