it was called a license as was an aircraft was "relicensed" every 12 months. the difference is with a license the issuing entity assumes the liability of the license holder. whereas with a certificate the issuing entity only assures the certificate holder meets a set of minimum standards with no implied liability.

but this is not the same as a drivers license rather it is closer to a professional license holder like an engineer. so some smart attorney sued the federal govt over a fatal accident caused by a "licensed" pilot and won. hence in the coming years it was changed to a certification system.
