Well, if all they are doing (as you suggest) is simply filling out a piece of paper, then there is no actual risk assessement occurring here.

In order for a risk assessement to be effective, it has to be properly used.

Risk assessements are no guarantee of safety. However, when used by properly trained and disciplined personnel, the are very effective at understanding and minimizing risk.

I suspect that a lot of pilots and even many managers view "risk assessements" as simply the latest corporate crap so the company can simply appear to be responsible. If that is the case, the company has completely missed the mark in terms of training and the development of a "Just Culture".
