There is some serious ignorance here. RA is not just limited to HAA companies. Business,medical ,airlines,military,power companies,FAA ,NTSB all have RA procedures.It is not supposed to MAKE anyone safer.It is meant to have a clear and systematic view of what are the potential risks of a particular operation. If the risks are known going in,mitigation or avoidance is planned.If the risks exceed a certain threshold, a new plan is formulated. Whether it is done on a peice of paper or real time with an OCC on an Ipad, it doesn't matter.Just gives the pilot an idea of what lies ahead and how to prepare for it.It still means that you,the PIC,bear the responsibilty of safe conduct of the flight.Doesn't transfer that to the OCC or your manager or the company.
