Actually the crude side has been in decline in the GOM with gas being the big player both domestically and internationally. That is the reason for the huge LNG processing expansion along the GOM. Billions of dollars in expansion. So... the XL will replace this lost production not compete. As for the LNG, it will be shipped overseas at a profit.
Which will lead to increased jobs for those who chose to work for a living flying around the GOM. Now mind you... it probably won't be a 407 or Astar.
