I do believe it does. Not always. There are those that get jobs traditionally. In my case after getting regular emails and a few calls from what turned out was an Air Evac recruiter I actually played along and then did some research.
It turns out there are recruiters, head hunters, locators whatever they want to call themselves in literally every big business from banking to oil executives as well as lesser level types like pilots and medical folk. The expense and burden of weeding through the unqualified, scoundrels, tire kickers is lifted from the companies and the rest are sent an invite.
Genius if you think about it. The CP doesn’t waste time calling every idiot that drops in a resume only to find out they don’t meet the requirements.
