Back in the early Bell 214 days, when the 214  got into the logging program (most of the old guys know the history) the Bell longhairs (read engineer) went nuts when they found out the number of torque excursions involved in a 1 hr. logging cycle.  It seems Bell had based the aircraft certification on 2 touque excursions per hr. (take 0ff and landing.  I don't remember all the details but it was interesting.  It seems they are re-inventing the wheel.
