passengers, only passengers just like offshore workers. if you want to train them to use goggles have a ball but still just passengers with no aviation training, zero.

There's a reason you can still take a flight per your GOM even if your medcrew's goggles are both down... because the FAA knows your medcrew aren't necessary for safety of flight.

At least one additional crewmember for NVG landing to an unimproved landing site. IAW RFM supplement as well as company GOM. Required crewmember.

Required crewmember. Without drug testing or crew rest requirements or FAA medical fitness standards.

Hmm. Must not be performing a safety-sensitive function?

Crewmember vs flight crewmember?  Ask FAA Legal in DC.  Their job to get to the bottom of things.  Don't expect a timely response but you can plan5 ye seed.
